Admiral William J. Ross represents The Federation's presence in Deep Space Nine which was the site of a galactic conflict. Many different forces joined the war. The Ferengi, Bajorans, Federation, Klingons, and Romulans participated. By that time, Nog was recruited and promoted for Star Fleet, Kira Nerys became a dual soldier for both Bajor and The Federation, and Elim Garak became an intelligence operative for The Federation. Many of these situations were arranged at the request of Admiral Ross. He is a good flag officer, making unconventional and even dangerous decisions that James Tiberius Kirk would make. Some of Ross's actions are frightening, as he works for Section 31, recruits an angry Julian, and desperately tricks The Romulans. Unexpectedly suffering many casualities, The Romulans withdrew from the war entirely, only to be dragged back into the war by Ross. He also does nothing when Odo was infected with a lethal virus. However, he also rewards his soldiers. He put a stop to Benjamin Sisko's lack of advancement. He gave him a medal and even gave Sisko the option to bypass the required acceptance speech. When The U.S.S. Definant was destroyed, Ross immediately ordered a replacement ship for Sisko to have.
