After entering a scheme for stolen credit cards and laptops, the agents arrest the two brothers who were the heads of the gang. Meanwhile, McGregor investigates the origins of a stolen bracelet caught in Temple's pawn shop, which leads to a case of rape/murder from five years ago. McGregor is convinced the prime suspect is the murderer but can't make an arrest until he tries to fly outside the country. Nick is still trying to develop a good relationship with the neighborhood representative but can't because she won't date white men. Nick tries to make something to please her and stops a demolition in the name of Mannion, who isn't pleased to hear that and ends up giving Nick a warning about mixing personal life with work. And Queenie, the presidential dog, runs away, and a psychic helps find her.

Nancy considers going back to the streets as she recovers from Danny's death. Mannion investigates the main suspect in Danny's murder and finds the suspect's apartment full of pictures of him, Sherry, and his children. Sherry leaves, and an anonymous call leads Jack to discover the suspect's body tied to his boat's anchor.

The case is only solved with the help of a schizophrenic homeless man with multiple identities, who saw the suspect with another man just before the shooting. Temple and Debreno are not getting along, and Mannion has to interfere before Temple (who's much more religious since his fiancee's death, which annoys Debreno) tries to quit. Ella has to handle a strike/budget crisis. Parras is back on the streets, and her partner takes it hard when another black man insults him. A snake is left loose around the office.

The Project

After a woman is stabbed to death outside her apartment building, and no witnesses are willing to speak to the police, Mannion moves in, hoping to gain the residents' trust. The housing project has been a dangerous place to live for a long time, and the residents are wary of the police, who never seem to be there when they need them. Now, Mannion must convince them that this is not a media stunt - he honestly wants to make their lives safer - and that they need to speak up before the killer strikes again.

To Serve and Protect

A construction worker finds the skeleton of a dead boy. He was Noland's last case before being promoted - a case that was never solved. Now Noland devotes all his efforts to putting an end to this crime. They finally arrest the boy's mother, who also killed another son of hers. Meanwhile, Mannion tries to change the child abuse scenario in the city. Nick negotiates a possible candidature of Mannion's for the upcoming mayor election. Ella has to fire an old employee but manages to keep him. Parras has trouble dealing with an abusive father that reminds her of her own father until proven that this father never touched his problematic 14-year-old son.

Melt Down

When a 7-year-old boy shoots two children, Mannion makes it his mission to find exactly how the boy got his hands on a gun. When Mannion questions the 7-year-old, he learns the youngster took the weapon from his 15-year-old brother, who reveals he got the gun from a "guy on the street" near his school. With the help of Temple and Debreno, Mannion sets up a sting and discovers that the weapon was a gun that the police had confiscated in a "buy-back" program. With the Public Safety Commission breathing down Mannion's neck, he must track down the culprits before any more guns hit the street or children get hurt.

Bulldog's Ghost

After Nancy discovers a murdered homeless man, Mannion notices that the body has a distinct military tattoo. He identifies the man as a former Marine believed to have been held prisoner in a Vietnamese camp. They soon learn that the victim may have been one of many POWs returned to the United States in the 1980s after the government stated that there were no prisoners left in Vietnam. As Mannion delves further into the case, he must battle the demons that continue to haunt him from his time in Vietnam.

When Mannion has Temple and Debreno investigate a woman's murder after she's thrown in front of a bus, he discovers that the criminals weren't going for the victim's cash or credit cards but for the expensive purse itself. In response, Mannion immediately dispatches detectives to patrol subway cars, angering the chief of the Transit Authority, who believes that Mannion is trying to muscle in on his territory. Then, when Debreno and Temple set up a sting operation, Debreno's life is put in danger, and Mannion's team must find a way to draw out the perpetrators of these crimes before they strike again. Also, Mannion's outrageous ex-fiancee comes back for a visit after hearing that Mannion and Sherry split up.

Meanwhile, Preston Kembridge, a mayoral candidate, tempts Nick with an offer to run his campaign.

But when Danny died in the assassination attempt instead, Putin had Yuri murdered and is now after her. She also claims Yuri had a tape recording of Putin giving the order to murder Mannion, but she doesn't know where it's hidden. So begins Mannion's race to find the incriminating evidence, a search that leads ultimately to a volatile face-to-face encounter. Nancy seeks help in her ex-lover's murder investigation.

Meanwhile, Parras meets a charming man in a cab and thinks he might be "the one," while Brander confesses his love for her.
 

Wasteland

A teacher, protesting the Board of Education's inattention to her cries, takes the board hostage at gunpoint, and Mannion must diffuse the situation. Frustrated by getting the run-around from the board and environmental agencies, she gives Mannion 12 hours to find answers to the teacher's and students' health problems before she opens fire. Mannion and his team must uncover a complex environmental cover-up while keeping the board and the teacher alive. Meanwhile, Ella asks Clive, the new man she is seeing and a lobbyist for the chemical industry, to look into the case from his end.

Mannion faces Putin once again, and the stakes are even higher when Putin resurfaces and kidnaps Mannion's daughter! Mannion's initial theory is that Putin wants to trade one daughter for another. But everything changes when the CIA informs Mannion that Putin's daughter, Erin, has disappeared from the Witness Protection Program. Mannion finally finds his dazed and confused daughter, Beth; however, things get more complex when the police find a dead woman, believed to be Erin, in Beth's car trunk. When Beth is arrested for murder, Mannion must prove that his daughter was framed. The only person who can help him is Putin. Also, Mannion and Parras remember Mcgregor one year after his death.

The Greenhouse Effect

When a man is murdered under suspicious circumstances and Mannion finds out his office is bugged, he starts his own investigation on the case. The last person to see the victim alive was Lisa Fabrizzi, a CIA agent. With the case connected to the Agency, Mannion faces CIA director Tom Gage for information but doesn't get anything except for a stonewall. Mannion finally gets to the real killer, Braxton, who works at a software company involved in CIA covert operations. Then, Braxton is killed. Meanwhile, Ella almost buys the house of her dreams, and Parras and Brander have to protect condo residents from a monkey.

The Killing Point

Thirteen years ago, a man was convicted for murdering two people at a convenience store. Now Patrick Debreno, Kevin Debreno's brother who's a priest, has to help save him from the death penalty. Someone confessed to him the location of the murder weapon, and Chief Mannion and his team get the suspect and try to make him confess since Patrick can't accuse him. Unfortunately, Gilbert Isaacs is wrongfully killed for a crime he did not commit. The actual murderer, however, storms out of the interrogation room and shoots himself at home. 

Meanwhile, Ella receives a letter from Pablito, Ricky's father. He's asking to see his son, and after a lot of thinking, Ella meets with him and decides not to let Ricky see his father. She still has to convince Ricky that his father being in prison is not his fault.

Payback

The gangster wars have crossed the limits, leaving a bloody trail and numerous victims. Mannion has Temple working undercovered, trying to reach the big boss on the drug dealing schemes. But it's not such an easy road, forcing Temple to try some crack to prove he's not a cop. That brings back ghosts from his druggie past, which Temple may not be strong enough to fight again. Meanwhile, Mannion himself interferes with the gangsters, interrogating young 12-year-old Junior about homicides. Later, Parras and Brander are victims of an ambush and kidnapped by the gangsters. Luckily the police force rescues them before anything happens. Mannion sees no way out but to turn to Richard Gray for help. With him, he gets the gang leaders to settle a non-aggression deal. When everything seems to be going back to its place, Temple looks for drug dealers to buy some crack. Ella turns down Clive's proposal to move to Seattle with him, and he decides to stay and marry her. And Mannion's life is threatened.

Season 3

Resurrection (1)

The third-season opener picks up where the sophomore year ended, with Mannion struggling for his life after being shot on his boat and falling overboard into the Potomac River. As he tries to pull himself ashore, his would-be assassin, the daughter of the Russian mobster Putin, flees the scene and is hit by a car. While the accident reveals that Mannion is missing, the chief keeps his survival a secret to figure out who's behind the shooting. Deputy Chief Noland receives immediate pressure from an aggressive U.S. attorney general to solve the case, while a new press secretary tries to keep matters from spinning out of control.

But Hatcher has an agenda of his own. Temple and Debreno probe the death of an ex-con after he crashes a stolen BMW with $180,000 in its trunk. Afterward, Mannion and his men began an investigation to prevent the dead guy's old girlfriend from being killed. A contract killer that killed one of Mannion's friends in New York 25 years ago is the hired killer they're looking for, but the woman they are protecting is behind the plan to kill her current husband and keep the money. It's Jack's second and final chance to catch the hitman. Mannion hires a personal wedding dress designer for Ella, who has second thoughts about her marriage. Nancy is diagnosed with Huntington's disease after falling from a fire escape and suffering a concussion while chasing a criminal.

Parras becomes attached to an abandoned newborn. Ella has a gift-giving mix-up.

Goodbye, Jenny

Mannion tells Jenny McLure how Temple and Debreno arrested her brother while she was waiting for her final day. Jenny is dying from AIDS, and Mannion makes sure her last days pass with company and happiness. The cocaine found at Lester's apartment is missing, and Parras becomes the target of the investigation into who switched the coke with sugar. They can't put Lester away without the evidence, but his pistol matches numerous murder scenes. Finally, Chief Mannion finds the mole who swapped the coke for the sugar and sends Lester to jail. Unfortunately, Jenny doesn't live to see the following day: she passes away before Mannion's rally to raise people's awareness of the danger and prevention of AIDS and honor her legacy.

Untouchable

One of Vanessa Cavanaugh's students, Bill Wallace, commits what she taught to be a perfect murder. No evidence, no witnesses. Mannion is out to get him for the murder of the father of three children. Page and Debreno find evidence linking the suspect to the murder scene. Meanwhile, Parras works on a Jane Doe case and discovers the victim's estranged mother; and Kendall finds it difficult to end her relationship with a married man.

A doctor reporting a crime sees Brander bring in a foreign criminal with a very suspicious disease, which she thinks might be Ebola. Instantly Police headquarters is put in quarantine. Without being able to get out, Mannion has to count on Ella, who was at home preparing for her wedding, to keep the order while he breaks through Brander's isolation bubble to save his life. Meanwhile, Debreno drives in the snow to find a delirious Temple, who was exposed to the bacteria and might be contaminated with what was later discovered to be a harmless African flu. The next day they all attend Ella's wedding, where Ricky calls her "mom" for the first time.

Blindsided

Back in the Saddle

But one of his arrests sparks a chain of events that leads to the reopening of a cold-case murder.

Bloodlines

Temple helps a friend detox from heroin, and Ella investigates a suspicious fire that could promote a heroic police officer but ends up being the reason for his arrest.

Rage

After a video of Brander arresting a drug addict is made public and turned into an abuse of power issue, the Mayor demands Mannion fire Brander, which he refuses to do since the man was found innocent. Instantly, a major riot breaks out in D.C., with the citizens protesting and attacking the police, demanding that Brander be fired for alleged police brutality. Several police cars are bombed and set on fire, and Nancy rescues an officer from an angry riot. He's badly injured and asks her out when he comes by to pick up his dog. Meanwhile, Temple witnesses his friend Reese die while trying to find the man who shot him. Mannion tries to save Brander, but he turns in his badge when he can no longer live with his guilt. Unfortunately, the mayor taped Mannion's conversation with Brander over the phone and fired him for obstruction of justice. Clive calls Mannion late at night, saying that Ella died unexpectedly.

Ella Mae

Mannion attends Ella's funeral, where he decides to leave the capital for good. Temple and Debreno hunt for an elusive killer.

Without a job and his best friend Ella, Jack takes off for Arizona to play some golf, but even without his badge, he can't stop solving crimes. He gets involved in a scheme of dirty cops with Mexican dealers and crosses the border to catch the dealer, which he does. Meanwhile, back in D.C., Cavanaugh and Sherry team up to trace Jack, and Cavanaugh discovers something that might save Jack's job. Nancy investigates on her own and finds that the guy that died on Brander's watch was injured before their encounter, which could clear Brander. Temple and Debreno set up a scheme with Cashmere Brown to bust Lester Richards, who is shot to death by Temple.

Mannion returns to Washington, D.C., from his Arizona vacation and is determined to get his job back. He starts campaigning for being Chief of Police, even though it's not an elected position. While it might get his job back quicker, Mannion chooses to save the illegal wiretapping for future use. He moves into a building slated for demolition in a poor neighborhood. Meanwhile, Brander decides to go back to the force and teams up with Nancy to investigate Lester Richard's death, for which Temple got arrested. They discover that Maria "Cashmere Brown" Rodriguez was lying, which frees Temple but doesn't exactly prove he didn't kill Lester vindictively. Also, Mannion works outside the system to clear Temple.

The new Chief Strickland orders a drug raid and causes the death of an elderly woman due to inaccurate information on the location of a dangerous drug lord. Mannion sees a chance to get his job back and decides to catch the guy himself. He uses the help of his best men, who put their jobs at stake and work parallel to Strickland's orders. When Mannion finally catches the guy, Mayor Douglas won't give his job back, forcing Jack to reveal he knows the phone wiretap was illegal, ultimately forcing Douglas to give him his job back. Kids firebomb Mannion's apartment after he keeps stopping them from selling drugs. Meanwhile, Temple investigates two cops he thinks are abusing their authority and beating the people they arrest. At the same time, Debreno sleeps with Maria Rodriguez, which causes conflict in his friendship with Temple.

The case takes a personal turn when Noland's twelve-year-old niece becomes the next target. Icarus convinces her to run away from home with him, and Joe puts all his efforts into catching the guy. Meanwhile, Temple suffers from pranks and rash commentaries from his co-workers about the death of Lester Richards, while Sherry tries to adjust to her new job.

Meanwhile, Clive and Ella's sister fight over Ricky's custody, and Ricky chooses to go with his aunt to Florida. The ongoing Lester Richards case shakes up Debreno and Temple's friendship, with Temple punching Debreno. Brander and Cutter track down an ATM thief, a job usually done by the secret service agents who offer Cutter a position on their staff.
