To find the source of the Super Soldier Serum, Sam and Bucky must scale a ladder of low-lifes starting in Madripoor with Zemo.

Sam, Bucky, and Zemo get closer to the Flag Smashers, while both Karli Morgenthau and John Walker make choices they can't undo. 

Sam, Bucky, Zemo, John Walker, and Karli Morgenthau must all deal with the fall out from their actions. 

Sam and Bucky head to New York City for the Global Repatriation Council vote after receiving a tip from Joaquin Torres who tracked activity on the Flag Smasher app in the city. They are going to need some help to take down Karli Morgenthau, who has been radicalized beyond salvation.
