The actor who played Ralph was fired last year. He is not coming back. But Cisco and Frost will be back next episode.
The first 3 episodes of season 7 originally were supposed to be the last 3 of season 6. I guess Danielle Panabaker was already on maternity leave, so in those episodes Caitlin is in the Arctic with her mother. And Cisco is still in Atlantis, looking for some essential parts to build an inter-dimensional breaching machine. I think he will be back in the next episode.
was thinking the same thing myself so i googled a little, apparently the actor playing Ralph said something and got fired from the show, so we won't see that actor again, about the other two i am not sure, but i guess we will see (have not finished this episode yet, only halfway)
