The Surly Belter Crewman is an employee of BELTRANS AG and a crewmember of the Jefferson Mays.
When the Jefferson Mays was drafted into service to transport refugees from Ganymede after the Ganymede incident, this crewmember took advantage of the chaos and confusion and used the opportunity to murder a number of people from Earth and Mars as payback for the destruction of Ganymede Station by the MCRN and UNN fleets. He did so by separating them from the Belters and sending them into the airlock under the assurance that they would be transferred to another ship for further transport to Earth and Mars, but spacing them instead. He explained his actions to Prax, whom he spared for being a Belter, saying that the Inners wrecked Ganymede, and that Belter life came first from now on. The remaining Belters were taken to Tycho Station. The Jefferson Mays can be seen departing from Tycho Station at the end of "Pyre", so it can be assumed that the crew of the ship did not face any consequences for their actions.
About six years before the events on the Jefferson Mays, he is seen at a bar on Ceres, smashing one of McDowell's glass cats.
