The ASA arrange for cops on their payroll to frame Jeff and arrest him so that the ASA can take him to a black site and determine if he's Black Lightning. Gambi and Anissa come up with a desperate plan to get Jeff free, while Bill starts asking questions.

At the new ASA facility, the doctor tells Kara that one of the subjects is unstable, but they should return to normal now that they're in a given location. Thunder and Black Lighting break into the building and take out the guards, and Gambi directs them to the pods.
