Takakura

Takakura is a lobbyist and politician. He becomes the Chief Cabinet Secretary for Kayabuki, Yōko. Unlike Kayabuki, he is backed by Japan's Ruling Party. He recruits Public Security Section 9 to keep her under close Surveillance. Takakura wishes to advance Japan as the #1 Super Power by forming an alliance with The American Empire. Doing so would place Japan at a slight advantage, as Japan has the ability to clean up after The American Empire's Radiation Poisoning. The result is Japan and The American Empire work together to destroy the world with no consequences. Takakura authorized The Major to find a way to spy on The American Empire. The result was placing the Tachikoma's primary communications network on one of The American Empire's Satellites. Other schemes include secretly attacking The Chinese Embassy so that The Chinese Embassy would blame the Refugees and prohibit any more Refugees from entering The People's Republic Of China. It was also Takakura's goal that since The Refugees are conveniently in the way of his Ambitions, he had hoped that Japanese Citizens would revolt against Kayabuki. The vast majority of Takakura's procedures were handled by Representative Aide Gohda who was given Autonomy and did not have direct knowledge of what Gohda was actually doing in order to be immune from prosecution. He illegally arrested Kayabuki and some of her staff, as well as The Chief, and took the weapons of Togusa and Proto. As The Chief was spared from a search, and as they were not separated, and were allowed to stay in Kayabuki's office, they gradually regained power again. Takakura particularly underestimated the power of the Tachikomas. When Kayabuki ordered an attack on The American Empire's submarine, she also placed Takakura on House Arrest. However, since he is very powerful himself, he was taken in to custody only temporarily.
