He is the only politician to stay in the Cabinet after every body else resigned. This man, while The Chief can be described as The Old Ape, can be described as The Plump Swine. The job of the Interior Minister Home Affairs Secretary is to coordinate all the efforts from every branch of Government. He also gives orders when ever Takakura and Kayabuki are not around, as well as issue Press Black Outs to keep Section 9 in disguise.
