Spongy makes Jimmy Wichard look good. He is an untreated mentally ill man from an unknown time period. He says he was ineligible to get health care as depicted in the episode "When Joseph Met Lori And Made Out With Her In The Janitor's Closet" which is about Dale being ineligible for treatment as well. Spongy says he was placed on the streets since The Ronald Reagan Administration. Spongy himself encountered Joseph after Joseph met a bunch of Toxic Friends, a recurring problem with Joseph. Joseph and Bobby became Panhandlers along with their new friends who ended up bullying Spongy. The second episode that Spongy appears in is another Bobby & Joseph episode called "The Boy Can't Help It" where they depict how the characters go at any length to eat meat. Spongy and his vagrant friends live under a bridge eating cat food for a living. However, they have improved their skills of collecting cans. This episode also finally reveals where all The Alley Crew's beer cans end up at.
