Brent's dad, and former proprietor of Corner Gas, Oscar is theoretically retired. But in a town this size there's nothing to do but nose around and complain. Complain about the way Brent's running things. Complain about where the customers are parking. Complain about the shape of the clouds. Nothing is off limits. "These crows are fatter than they used to be! What have you been throwing away out there?"
