Rich-kid millionaire Dylan Towser invents the Missile Disarmer, a device which neutralises attacking missiles and will thus create world peace. But his Security Chief, General Ryan Scarp, believes that the Army will become redundant as a result, and makes insane plans to start a Third World War.
