An accident causes two garbagemen to mutate into Muckman and Joe Eyeball. Muckman's slime is found to weaken the Turtles, and Shredder tricks him into working with him.

Bebop and Rocksteady have accidentally poured the mutagen on the garbage men Garson Grunge and Joe Junkee out from the window. It mutated them into mutants. Garson Grunge became Muckman. And Joe Junkee became Joe Eyeball. It wasn't the Teenage Mutant Ninja Turtles.They were framed. It since happened in the surveillance video.
