Police Chief Sam McCoullough faces a growing problem among youth gangs including four shooting fatalities near a school. Assemblyman Manuel Alvarez, who wants Mayor Langdon's job, blames Chief McCoullough. Meanwhile, officers search a thief's motel room and find a map of the school where the Chief is speaking that night. Adding to McCoullough's problems are the extra-marital activities of his friend, Inspector Rivas.
