Hugo figures out the key to controlling the resurrected Theo and sends him forth as... Azrael. Meanwhile, Jim tries to convince Barnes that Hugo is responsible for creating monsters, and Bruce begins to learn that the law is insufficient to deal with the threats to Gotham.

Theo scratches at the walls, painting them with blood and calling on Dumas to protect him. He then clutches at his head and begs to his sister to talk to him. Hugo admits that there's been no improvement in Theo's condition since he woke up, but is impressed with his altered condition. Gordon steps out onto the roof with a shotgun that doesn't have a shell in the chamber? Idiot. And maybe stop shooting at the armor plating and shoot him in the crotch. lol
