An unnamed Dealer who met with Rose Jackson on behalf of Ruby Fox-Miligan in July 2024. The dealer met with Rose and gave her a package containing a vial of a drug, which he described to be 'enough to put an elephant down'. The dealer then told Rose that she'd receive further instructions in due course before leaving.
