Otto is the son of Andreas Strucker, and like his father has the mutant ability to emit concussive blasts. His power is enough that it can't be negated by the mutant-nullification abilities of Pulse. Unlike his parent, Otto can apparently release his energies even without a sibling. Otto's powers give him no physical invulnerability.
Andreas wanted Otto to become a terrorist like himself, but Otto fled his father and hid. He married a non-mutant woman, Ellen, and had one son, Reed. Otto worked for Trask Industries trying to develop a way to negate the X-Gene. He created one dose and gave it to Reed before Reed manifested his mutant ability. The treatment almost killed Reed, and Otto fled his family to start an antiques store in Chattanooga.
Later, Reed discovered Otto's connection to Trask and went to confront him. Otto told Reed about his origins, and insisted that he make sure his grandchildren Andy and Lauren never held hands like Andreas and his sister Andrea did when they want to release concussive blasts. He then went to confront Roderick and his SS agents. Despite the presence of the mutant Pulse, Otto was able to manifest his mutant ability. An agent shot him and Otto died releasing all of his energy at one time.
