Burglar's victim charges police officer let thief escape. Capt. Matt Holbrook suspends Sgt. Nelson for shooting a burglary victim and letting the suspect escape. The victim says his hands were tied behind him when he was shot, but Nelson believes that the victim was party to the burglary and takes a risk to prove his theory.
