Yes, Su'Kal is a mutated Kelpien, as his in utero exposure to the radiation of the Verubin Nebula and the dilithium on the planetoid caused a cellular change that mutated him. This mutation is also what gives him the ability to cause "The Burn" through his emotional outbursts.

I can live with that…this could be much worse.
