A band of ninja, led by a mysterious villain named Megavolt, are stealing electronic equipment from power plants all over the city, and the Turtles are being blamed for the crimes. The Turtles must find a way to defeat Megavolt & clear their names before it is too late.

The Teenage Mutant Ninja Turtles are both innocent of all charges all because of Colonel Wesley Knight of Dark Water. He is blame for his mistake. He got the wrong turtles. Megavolt is aka Alex Winter. April O'Neil is telling the truth and have new evidence. Colonel Wesley Knight is a bad man and a coward. He'll throw all charges against the turtles. They're free to go. For now. The turtles no longer committed a crime. Colonel Wesley Knight of Dark Water will never see and hear the Turtles again. Alex Winter is arrested.
