The orphaned Father "Hardstep" Rivers is suddenly confronted by an old con man, Fast Louie (John McLiam), who not only endears himself to the nuns and children at St. Dominics, but also claims to be Father Hardstep's real father. 

A wily group of winos known as the Magnificent Five steal $4.000 from a bag lady who had been saving the cash to buy St. Dominic's a stained-glass window.

A long-time pimp is back in Hell Town and up to his old tricks, so Hardstep lights a fire under a disillusioned cop (Guy Stockwell) to stop the guy.

Hardstep finds himself in the middle of a gang war that's threatening to escalate. The priest draws from his own prison experiences to prevent violence sparked by two lovers crossing gang boundary lines.

Hardstep rescues a girl from a porno ring and unwittingly puts her in conflict with one of her own. 

Father Noah (Hardstep) Rivers is a controversial ex-convict-turned-priest, struggling to keep his impoverished, inner-city parish of St. Dominic's free of crime and degradation.
