Dog-washer Walter Spackman is struck by lightning after his girlfriend breaks up with him, and gains the ability to telekinetically move objects with his mind. However, he can only move objects three inches at a time. Despite that, a man recruits Walter to join an elite team of other individuals with seemingly useless super-abilities so that they can make a difference.
