Why are photos not linked from person to show and visa versa? I look at a show click on a photo and the person either has no photo at all on their profile or the photo is different somehow? Can these 2 be linked or is this a temporary BUG?

Once you upload a picture of an actor/actress on her page, this photo will show throughout every show, however once a photo has been uploaded in a serie as 'Character', The photo of the 'Character' will be given priority for that specific series over her normal photo. It might happen that some people uploaded a character photo, but that specific person didn't have a photo on her page.
Sorry, my BAD! Bring up the show "Baywatch" then click on the photo for "Pamela Anderson" and see that there are 2 different photos.
On this very same show click on the photo for "Angelica Bridges" when you see her profile there is no photo there yet she clearly has a photo on the show. The show photo should automatically feed to the person's profile.

It's exactly what he said: the photo you're seeing on that page does not belong to Pamela Anderson, but to the Baywatch character Casey.
It is definitely not a bug, but the different photos of Pamela Anderson are quite normal. Pamela's official page on TVMaze shows an ordinary photo of herself, although Pamela has a different photo with Baywatch as it is connected to her Character. Uploading a character photo will be given priority over ordinary photos
OK, I understand that now, don't agree with that but it's what it is. However why can't a photo on a show page go over to a person's profile that doesn't have a photo over there at all? It would make sense to me because it says a lot of time of someone searching for a photo to put on a Blank Profile.
I don't think they should be mixed.
A person photo should be a very generic and recognizable photo of that actor. A character photo can be a photo that's very specific to the character that's portrayed - you might not even recognize the actual actor. In that case it doesn't make sense to show a character photo on the actor's page.
A good example is Orphan Black, where Tatiana Maslany portrays 8 completely different looking characters: http://www.tvmaze.com/shows/61/orphan-black/cast. If you look at those characters' pictures, most of them look nothing like Tatiana looks in real life: http://www.tvmaze.com/people/8265/tatiana-maslany. So showing those character photos on Tatiana's personal page would be pretty confusing.
