I have searched for over an hour now and cannot find 1 source that indicates this is a show in Development. I found a website called noisey.vice.com which seems like a coincidence that this show will air on Viceland the rebranded name of H2 in the U.S.
the only other mention of noisey or vice is on this page of wikipedia.com but no mention of a possible tv show can someone please provide the URL to any site that states this will be a new series?
The channel isn't released yet, it goes live on February 29, in the channel trailer @ 2:03 you'll see that it is one of the scheduled programs.

Actually Noisey did exist already on Vice itself, but as this one will be on their channel, I set it to in development as the channel still needs to become live.

I thought the name change from H2 to Viceland did not go into effect until 29 February yet it has already been changed here?

H2 will stop their operations immediately per 29 feb;. and Viceland will be a re-launch, so basically means it's an entire new channel, not just a name change. For your information, H2 still exists in our db.

If that is the case shouldln't H2 remain on the site for Historical data and those shows that previously aired on H2 remain H2 and not change to Viceland?

They should not change indeed. all shows of H2 will be canceled and Vice will decide what's going to air or not. Nothing should be moved :), however H2 will continue to exist in foreign countries and by the way we do not delete H2. H2 is still in our db.
