Because they are both playing the same, one character Carrie Ingalls. One character only gets to have one image portrayed and that's the character's image not the actresses.  It's the same with Mary Kate & Ashley Olsen playing Michelle on Full House - one character photo for both.

You know that this is a photograph of that "character", not a sketch or something else, right? You say that the photo of the actress pretending to be that character, is correct and should remain as it is? We don't see the other actress in the show? You do that in any show with characters changed by actresses/actors? And if you do so, who created such a ridiculous "rule" that you blindly follow, anyway? :) Or it happens only this case because the actresses are twins? They are the exact same each other?
