Either way, there should be split there. In fact, at the end of episode 11x11, Lance Hornsby character tells Eugene the real name of the fake Stepahnie (Sheila or something, I believe, I should check it again)... so, perhaps that should be used in place of fake Stephanie.

The way current Stephanie's character page looks like is like two actors played the same character, but they didn't. One was real, and the other was just pretending to be the other one.

Actually, the real Stephanie isn't Stephanie but her real name was Max.

She actually appears in episode 11x2, though I see we don't have her credited.

Is the title of this thread not a massive spoiler?

You can also hide anything relating to spoilers now too, so really I think this whole post should have been written like this.

To put in my two-penny worth, none of the characters is Stephanie, but both of them used this name as an alias. Someone already jumped a gun and added https://www.tvmaze.com/characters/963923/the-walking-dead-stephanie-vega, which is a duplicate of the other Bingham's character https://www.tvmaze.com/characters/908029/the-walking-dead-miltons-assistant, whose real name is Max (Maxine?) Mercer, as revealed later. BTW, the last name "Vega" was never mentioned in the show, only in the comic book.

If you really try to avoid spoilers, Chelle Ramos' character's name should be kept as Stephanie, because that's how her character was introduced. Her real name, Shira, could be added as AKA.
As for the characters, portrayed by Margot Bingham, there's nothing wrong in keeping her as a voice of Stephanie in season 10, because we were intentionally made to believe that it's the same person. Or split her appearances to something neutral, like "Woman on the Radio". And list her other character as Max (that's ok to reveal her first name, but her last name is a minor spoiler), with AKAs Stephanie and Max Mercer.

Feel free to ignore that, or use this information at your discretion.

Not exactly. It's either the same Stephanie character (i.e. as she is listed right now) or a separate "Woman on the Radio" character. I think technically either way is correct, at least there is the same amount of pros and cons for both.

She isn't credited as main cast in this episode, so this should be merged into this then, no?

This is the only character she appears as the main cast under in season 11. I've deleted Stephanie Vega guest cast here and added her main cast as Max.
