The 'Tools -> Incomplete Episodes' doesn't display episodes that have a Main Image but without a Summary.
Is it a bug or it was made intentionally?
I can't reproduce this. E.g. on https://www.tvmaze.com/dataentry/incompleteepisodes?show_id=123, there are episodes listed that have a main image but not a summary. Can you give an example?

for example https://www.tvmaze.com/episodes/2736042/tsukimichi-moonlit-fantasy-2x08-the-notorious-beautiful-sisters has a main image, but not a summary.
However https://www.tvmaze.com/dataentry/incompleteepisodes?show_id=56015 doesn't show it
