Co-star vs Guest star

I suspect that this subject has been beat to death like the proverbial horse, but I will ask it anyway.  If a character is a regular cast member but does not hold a starring position, are they a guest star or a co-star.  My first thought is they would be considered co-stars since they appear regularly and those that only appear occasionally would be guest stars.  What are the thoughts/guidelines when assigning these categories?

We follow on-screen credits. Most American shows have these categories clear in the credits. For British shows its normally a case by case basis a sometimes its hard to distinguish whos a star.
