I tried entering this kanji name as an AKA: 羽田秀𠮷
I get the message "Invalid character detected" and cannot enter it. I've added dozens of kanji AKA names just prior to this, so not sure which character in particular may be the problem here, or if this is tied to something else.

It is the 𠮷 character.
Most Kanji is in the CJK Ideographs character set.
This specific one is only in the CJK Ideographs Extension B character set - it contains rare and historic characters.
Possibly database collation needs to be changed; if so then it could end up not being straightforward.
