ok so you need to do some edits so it un locks at your end. Only then you too can go to anyones profile and Talk to them

I don't know if it's private, so I asked and I'm waiting for an answer. When I asked about the TALK this was the answer.

Writing on someone's talk page is only available to users who have semi-recently been active in editing (this is done to prevent spam by new and untrusted accounts). 
Once you meet that criterium, you'll see a "Talk to XXX" button on any user's
