Born 25 April 1862. Educated Winchester, Balliol. MP for Berwick since 1892. Grey served twice as Foreign Secretary, firstly from 1892-95 in Gladstone's final administration, and then from 1905-16 in Henry Campbell-Bannerman and Herbert Henry Asquith's governments. Throughout the crisis Grey's eyesight deteriorated.
