Elim Garak is a Cardassian Exile (and eventually Leader) that previously worked in Espionage. This immediately alarms every body else who thinks he is spying on them. He spends his time, along with Quark, gaining access to the station and reading everybody's messages. He is a benevolent Cardassian who tells Julian the bleak news that Cardassians think lowly of Foster Children. If any Cardassian children are raised by Bajorans, they are regarded as Bajorans no matter how much they want to go home.
