Harry Wells is the distirct attorney for Bay City, California and a friend of Reno Raines. Wells recruited Raines to investigate Seargent "Buzzy" Burrell and was set to testify against him, but was instead framed for the murder of Burrell and Reno Raines' fiancee Valerie Prenitss by Burrell's partner Lt. Donald "Dutch" Dixon. Wells befriended Raines years earlier when Raines was serving in the U.S. Army as a Ranger. Wells and Raines stayed in touch after Raines became a police officer in San Diego and recruits Raines to investigate Burrell. When Raines was framed for murder, Wells gave Raines his credit card so he can escape before he is arrested. In the Season 1 Episode 12 "Val's Song" Wells returns to provide a counter balance and help navigate the legal loopholes as Valerie is pronounced dead. Wells returns one more time in the Season 1 Episode 20 "Vanished" where Wells asks Raines to help find his missing daughter Dawn.
