When Grand Nagus Zek is deposed by the Ferengi Commerce Authority for granting Ferengi females the right to wear clothes with an amendment to the Ferengi Bill of Opportunities, Quark is forced to assume a female identity to prevent Brunt from becoming the next Grand Nagus.

The opening of Quark sexually harassing his staff, threatening a firing unless sexual favors are provided is so repulsive, even if it was supposed to then be "balanced" by Nilva trying to force himself on Quark later in the episode.
