Black revolutionary Everett Walker returns to New York City after years in exile to recruit the angry men responsible for two recent policy slayings as the nucleus for his Freedom and Equality Army of Revolution - or FEAR. Meanwhile, Chief Eischied is periodically grilled by the police commissioner and his deputy- regarding progress of the FEAR, investigation and the chief's culpability in accepting a gratuity. Walker's wild, undisciplined gang continues striking banks, until one of them is slain in a holdup, leading into a high-speed car chase as they are pursued by Delahanty and Cusack, — a male-female police team — who spend as much time together off duty as they do working.
