In 1979, US undercover agent Levine is tasked with stopping the spread of the new drug cocaine. At the same time, drug lord Suárez and his German business partner are planning a coup in Bolivia.

Levine feels betrayed when Roberto Suarez's men are released, while Klaus Altmann, neo-Nazi mercenaries and the military help Suarez enact the deadliest coup in Bolivian history.

Drug dealers are now running Bolivia and violent repression of civilians forces the US government to take action, while Altmann's true identity is revealed.
