San Francisco's Chief of Detectives, taking his first vacation in 25 years, is shot by an unknown assailant. He emerges from a coma to find that he is paralyzed from the waist down, but convinces the authorities to allow him to continue his police work as an unsalaried consultant, working with two officers. On clearing the first suspect of his attempted assassination, he is so impressed that he hires the man as his personal assistant and driver. He and his new 3-person team then get on the trail of the real assassin.
