Three generations of police chiefs for a southern town go about their jobs while a serial murderer operates. This is the first episode of a three part mini series. The story begins as the town a Delano grows, and a police chief is appointed.

In 1945, Delano welcomes its boys home from war. Sonny Butts becomes a police officer and reveals his power and authority, often abusing both.

In the conclusion of a three part mini series, Billy is looking for a new police chief for Delano and a clever political foe sends him an impressive resume of a retiring military officer who is black.
