From time to time I encounter summaries that are marked as official ("The description is from an official source") but are clearly wrong. What is the policy on editing those, or replacing them with another less official summary?
I believe that it's okay to replace copied official material with original material whenever possible.
If you're only changing a word or letter but leaving the rest the same, I'd still leave it marked as "from an official source", though. But if you rewrite it entirely, you should unmark the official-source box.

How about we leave the official summary in but surrounded with quotes and a source description? Something like
Unofficial-but-accurate-summary
Network: "Network-blurb-with-errors"
That doesn't sound particularly useful. If the network summary contains errors, it can just be deleted altogether. :)
What type of errors are you talking about?
Mostly content, probably some grammar as well.
