I tried to submit a new Comedy show in Development for ABC titled "Toast" but the site claims this # is already being used? Can someone tell me the name of the show it is being used on or was it previously submitted by someone and Rejected? If a show is Rejected for any reason the ID # cannot be used again unless someone does something in the background I believe?

You trying to use a wrong IMDb ID. The ID you referring is the TV Movie from 2016, not a series.
Most likely it has been used on a rejected show. We can only add it afterwards, but as TNT said, it is a movie. (not the series ID) and on top of that, abc has passed on the series you requested; http://www.spoilertv.com/2016/05/abc-passes-on-pil...
OK, thank you both very much. BTW, in case you did not know TV Movie at IMDB does not always mean TV Movie. They use that title for shows that are really going to be a series a lot and you have to try and dechiper which it is? Either they begin with that then change it later to TV series or they are clueless to which ones really are series and NOT a TV Movie it's very upsetting!

This is positively a series not a TV Movie. As I said above they constantly have this problem!
Which is why we say time and time again, imdb should not be used for info, as it is extremely unreliable :)
