What is the established practice for episode run times? For example, if an episode is 23m2s do you put "23" (round down, or round nearest?), or "24" (round up)?

For episodes that run on regular television we always enter the time for the whole block including commercials, for episodes on a web channel we use the real runtime, so we would put in 23min for 23m2s and we would put in 24min for 23m30s.
To clarify, shouldn't the "Runtime" field be the episode w/o commercials (e.g. the run time of the episode when released on physical media like Blu-ray), and "Airtime" be the actual 30/60 min TV block? If not, what is the different?

airtime is at what time the episode is airing , runtime is the length of the episode (webchannel the real runtime, regular tv including commercials)
