Tico's background is not known, other than that he was imprisoned for presumably violent crimes. He presumably escaped when the Inner Circle deactivates all the power dampening collars in the U.S. Tico has the mutant ability to concentrate, clap his hands and generate shockwaves. Working in conjunction with Max, they can cause objects to explode when Max charges them and Tico then sends the shockwaves to "trigger" them into blowing up.
