I was trying to find the cast list, as I too was thinking of the "Lawnmower Man"...as the voice on the phone! :) I think we're onto something!
I may be wrong, Wiki states that the kids are to be used as assassins, for some sick, crazy guy, who I think, is Jeff Fahey, the voice on the phone....!!!!!!!!
They saw the 2 smokestacks, I think they are cremating kids, and not sending them home..that is my guess..!
