I got no knowledge about the show, but I checked the official Charlie Rose site and there it says on top "Tonight on PBS: Bill Bratton; Al Hunt; Bob Costa"
I would assume that means that the show premieres on PBS.
Juan is correct. The show premieres on PBS - but is presented to member stations in a syndicated fashion. Most local PBS stations air it between the 10:00 PM - 11:00 PM hour. Some air it on the 1/2 hour, while others (like my local PBS) air it on their 'World' sub-channel at 10:00 PM instead of the main channel. It is rebroadcast on Bloomberg after it is made available to PBS.
The confusion seems to be once again how Zap2it handles episodes that are repeated on other channels. Zap2it lists shows that are 'new' to a specific channel as a new episode - even though it is a rebroadcast of something that aired earlier on another channel. You can see this all over the place with ESPN shows. Other guides tend to show the rebroadcasts on additional channels not as new airings (which probably aligns the way most users - and this site - considers re-airings).
Note: Here is an article from the NYTimes that discusses the rebroadcast on Bloomberg starting in 2009 - a full 18 years after it had been airing on PBS stations. :-)
