At what point is an "after show" its own show and not a special?

These days a lot of shows are starting to have their own after shows. I was just wondering at what point do these after shows qualify as their own shows rather than a special of the original show?

I'm unclear what you mean by after show. Can you clarify, please?

An after show is a show that airs after another show with hosts who talk about the episode that just aired. After The Thrones for example.

Generally if it has it's own timeslot, or if it's almost 1:1 in # of episodes (i.e 1 after show for every episode)

If the after show is regularly scheduled then it's a program of itself. If the after show is only say at the end of a season then it's a special.

Exactly right. See http://www.tvmaze.com/faq/15/episodes:

Specials should be standalone and not in a serial format with other specials. For example, if each episode in a season is followed by an "after show" or "webisode", those episodes should be in a dedicated show entry.
