Numbering FAQs Sections

I think my government background may be showing but ... I think it would be a good idea to label the various sections, sub-sections and paragraphs of the FAQs so they can be quickly accessed and/or referenced. Adding HTML anchor tags to the sections would also be very helpful.

There is "Data Policies" in the footer, but that's not very obvious that it's a FAQ.

The FAQ is still underdeveloped. That's why we haven't given it much exposure yet.

We will implement better numbering, summerisation, indentention,... eventually.
