This is just my two cents, but I don't think that biographies should be locked unless locked by an administrator. Many actors especially those who are up and coming will frequently need additions and changes made to their biographies, and very few contributors are going to bother making an edit request on a bio that's locked.
Can you give some examples of actor pages that are locked? I'd need to review what happened before I can offer an idea on why something is locked.

He bio was blank until I came along a few days ago. Tonight I was just editing her bio to add a little more info, and I accidentally pasted over a sentence thereby removing it. So I went back and clicked Edit so I could add it back in, and it was locked and I was unable to add it back. I didn't bother making an edit request.
This has happened to me before where I just edit the bio a few times while I'm adding new things, then next thing I know, it's locked.

I agree with you, as a biography changes and therefore several edits are necessary.

So I just created a new person record. I literally only edited the biography 1 time. Then went back a second time to add some more info. It's locked already!
I guess it sounds fair to be a bit more lenient on biographies than the rest of the data. I'll note this.

Cool. Thanks. If I were you I would remove any locks from bios though. Things are always changing. Someone who in 2016 only had 1 or 2 accomplishments might have 6 or 7 by 2017 worth adding.Plus to be honest I don't like editing bios if I think it might be locked thereby preventing someone from adding something else more worthwhile than what I have to add. And then I end up not adding anything.
