The link that you gave does not link to the policy you are referring to.  I think you are referring to the data policy titled "Episode and Character screencaps", right?? The one that says

"1.2) Episode screencaps or character images can be taken from official websites, provided they meet the policy's episode gallery requirements.
In this case the highest available resolution has to be used."

I certainly don't want to turn this into a big issue, but I still don't understand completely.  The way that policy is worded is a little ambiguous.  For example Screencaps or character images can be taken from official websites. Does this mean that they can be taken from unofficial websites as well if they meet episode gallery requirements?

If the images taken are the ones made available from the official website then wouldn't "manipulating the URL string" be actually accessing an image that has not been offered or made "available from the official websites."

Most of the official websites use thumbnails to ease the load on their network bandwidth usage. If you find a 3rd party source for episode pics that are higher res than those on the official website, it's allowed. You can use screen caps from the episode, as well. Right, @JuanArango ?
