There is already written on the main page that the default runtime is 60 minutes including commercials. So shouldn't we use the actual runtime (excluding commercials) on the episode level?

For shows that air on networks we use the full time slot they have (including commercials) Data Policies | Episodes
For streamed shows we use the actual runtime.
Run times are not just for general information. It is also used for populating calendars. So the entire time block for an episode (including commercials) needs to be used, otherwise, the calendars don't work.
