How do shows in development get TVM ratings?

Sorry if this has been answered elsewhere...can't find that.  I've seen shows still in dev with stars/ratings/scores. I understand this can happen in certain circumstances. What are those circumstances?  Specifically I'm curious about Star Trek: Section 31 that has 16 votes (8.4)    https://www.tvmaze.com/shows/53273/star-trek-section-31

I am also completely against allowances to vote before a series starts, but other people from staff want to allow people that have access to screeners or stuff like this to be able to vote early.

Do those folks have to somehow verify their access? 

For this show, all I can find is that it was supposed to be filmed in 2020 but wasn't due to covid. Within the last few months articles - just references to it as a story and references to a 'writers room'. If that's the case, I don't see how the ratings here are worth anything at all...and if they are 'invalid', will skew 'true' ratings going forward. Foooey.
