Adding actors for cartoons who have both english dub and other langauge?

When you add characters to a show should you do the english dub characters or the original langue character since some shows like one piece, pokemon, speed racer have a japense version then their is the english dub version which had differnt actors which version should you use to add characters the orignal langague or the dub.
